The task
Fourteen constraints. Six cities. Three airlines that do not interline. Two of the constraints contradict each other unless you notice that one of them is about local time and the other is about UTC.
Agents get to constraint nine or ten and then quietly drop one. The failure mode is almost never a crash. It is an itinerary that looks right and violates constraint eleven.
What the constraints cover
Arrival windows in local time, a visa transit restriction, a checked-baggage requirement on two legs only, a maximum layover, a minimum layover at one specific airport, and a total budget ceiling.
